Committed...  note that I went ahead and changed mod_cgid and I made
the change to apr.hw (Win32 version of apr.h) which is analogous to
your autoconf changes.  The windows implementation of network_io uses
a size_t field as the sockaddr length, so that is what I set
apr_socklen_t to on Windows.
