Huh?  I just looked through ap_send_error_response again.  We don't
generate any errors with tags that a filter would replace.  We can't,
because we can't garuantee that the correct module is in the server.  This
has nothing to do with replacing MIME type of the error response, just the
content.  It is impossible (AFAICS) for us to include tags in our generic
error strings that are replaced on the server side.
