It's bad to add special-case handling when it isn't needed. It is a
bug (or at least a misfeature) that at the moment Apache does
filesystem walks for requests that can be handled purely internally
(e.g. mod_status). Fix that bug and canned error messages are also
fixed.

Fixing the bug implies detaching Apache from the filesystem somewhat
and moving more towards the HTTP router model, which is one of the
project's longer-term goals.
