The normal way to do this is to have your own 'Choose language'
options on your own pages. That way... anyone can choose whatever
language they want at any time.

Just have copies of your pages available that use different 'charsets'.
( See HTML META tag documentation ).

I think your question about 'Can Apache do this based on location?'
won't even solve your situation, anyway. The location will still be either 
the US or Switzerland and the default page won't be affected. I think what
you were really asking is 'Can Apache serve up different home pages
based on user identity and/or IP address?'.

See above about taking care of this yourself with HTML.

questions are best handled elsewhere such as the
