I ran into another special translation case last night while putting
together an output translation filter: canned error responses as
generated by ap_send_error_response().  

A module doesn't get a chance to tweak the parameters of translation
when one of these gets sent AFAICT; some special hints are needed from
the core.  This hint (something in the bucket which says this data is
in the implementation character set?) could work for headers or for
special canned responses, but the method for writing it out
(ap_rvputs(), ap_rputs(), et al) might need to change.

OTOH, maybe a module deserves to know that an error response is about
to be sent, and a translation filter could use that hook to set the
parameters of translation accordingly.
