It really doesn't.  Ap_send_http_headers becomes a no-op, or it sets
values based on the headers, it just doesn't send them to the
network.  The new filters either have to check the headers in the new
bucket that they are garaunteed to get the first time they are called, or
they check fields in the request_rec.  Where they check will depend on how
we design it.
