yes, please.  expat clashes have been a bloody nightmare.  any sources
that are distributed with apache and linked static w/ httpd should have
namespace protection.
mod_perl+XML::Parser users can get by at the moment with
--disable-rule=EXPAT, but that means they won't be able to use mod_dav.
