If 1.3.13-dev is now spitting out an '[error]' message when
successfully using an httpd.conf file that worked for 1.3.12,
then I veto that behaviour change right now.  I always set
ServerName so I didn't notice this.  An '[info]' message to
the log only *might* be permissible.
