The one way we have to test now checks for a feature which we don't use
and which OS/390 doesn't support and which the Single Unix Specification
discourages the use of.  It doesn't seem too farfetched to change our
test so that we don't check for features that Apache doesn't need.

We could play the mmap_emul game, but that wouldn't help some other
platform that may not support MAP_FIXED.
