Huh?  Doesn't canonical filename basically take a Unix filename and turn
it into a windows filename?  Considering that ALL filenames as passed into
APR are unix filenames, this is required.  Plus, add to that the fact that
we are already calling canonical_filename in APR.

What am I missing?
