IBM customers are conspicuously conservative (i.e. dilatory) in
applying maintenance:  "If it works, don't fix it!" with a liberal
interpretation of "works".  Is there any way of verifying at
configure or make time that prerequisite maintenance is available?
Is there even a list of prerequisite PTFs (or PUT level) in the
INSTALL notes?
