Subject APR_ENOSTAT error code

I am trying to reduce the number of error codes in APR, and ENOSTAT is one
that made sense when APR was first starting out, but no longer makes sense
for it's original purpose.  I would like to remove it, but there is one
case where it is still used.  In the OS/2 threadproc code, in
ap_thread_join code, we return APR_ENOSTAT.  What does this signify in
this case?  Is there a better error value that we can return?
