there's lots of existing work:

see ftp://ftp.isc.org/isc/bind/bind9/
  -- bind9 supports alternate backends that don't have to be in-memory

see http://www.dents.org/
  -- supports modules like apache for alternative backends

see http://cr.yp.to/dnscache.html
  -- djb does it again, lightweight pieces from which to build dns
