Probably, but it really doesn't matter.  If AS/400 needs the fname set to
stderr, then do that for AS/400.  This is why we are portable.  I'm not
sure this is required for Unix or Windows.  And since these are not
viewable fields by APR users, doing different things on different
platforms doesn't make a difference.
