First thing - this should be off. If it's on, you're telling Apache to
be a forward proxy (like squid).

Turn proxyrequests off, then uncomment the above:

     <Directory proxy:*>
         Order allow,deny
         #Deny from all
         Allow from all
     </Directory>

By default, no proxying is allowed - the <Directory> section above
chnages that.
