I can see some obvious ones.  Look at Russian, with 5+ code pages.
Do we expect to ask admins to tell authors to post all 5 code pages
for what should be a simple web page?

Look to apache.ru for examples of how charsets were implemented
by the natives in 1.3.x.  I was rather impressed.

So please, consider rolling it into the common lib/apr/lib.

On your speed concern, it would be nice, on Pentiums, to see an MMX 
translation to transform the text at 8x per chunk.  It would also be
appropriate, if an individual is so inclined, to cache out such files
once they are first translated.
