Why are you trying to add all of the code into one c file?  Each OS has
different things they need handle.

This is an incredibly simple function to write.  I gave the psuedo-code
for Unix yesterday.  For Windows, replace strerror with whatever generates
error strings on Windows.

Check this into a file called strerror in the misc/foo directory.

You are trying to make this too complicated, and it is a very easy thing
to do.
