Subject 2.0 make problems...

First off, what happened to CVS mail? I've made several commits today
and haven't see any of them.

Second, the make on Tru64 has different semantics for include than other
makes. If topdir/Makfile says:

include somedir/thing.mk

and topdir/somedir/thing.mk says:

include ./other

then GNU and BSD makes look for other in topdir/other, but Tru64 looks
in topdir/somedir/other. The obvious answer is to make the paths
absolute, but I'm not sure how to do that. Or should we say that make is
braindead and insist on a different one? In which case, how do we make
configure test for it?
