Got it :)  Shouls be obvious now from the directive name.

Right, but a MinThreadsPerProcess seems more meaningful than
StartThreads.  StartThreads is sort of pointless if the number of
threads may fall below that mark.  MinThreads not only provides a lower
limit, but also doubles at StartThreads.

A patch is attached which does both.  I tested it and it works.  I'll do
the same for the other MPMs unless I hear objections.
