I think that works only with shared memory.  See APUE.
For shared mem, after IPC_RMID the segment "is not
actually removed until the last process using the segment
termintes or detaches it."
For sems: "The removal is immediate.  Any other process
still using the semaphore will get an error of EIDRM
on the next attempted operation on the semaphore."
