Apache is obeying the RFCs.  The Host field value is
constrained by the semantics of the "host" portion of the URI.
RFC 2616 defers the production for "host" to 2396, which says

>    host          = hostname | IPv4address
>    hostname      = *( domainlabel "." ) toplabel [ "." ]
>    domainlabel   = alphanum | alphanum *( alphanum | "-" ) alphanum
>    toplabel      = alpha | alpha *( alphanum | "-" ) alphanum

Underbars are therefore not permitted.
