BTW, FILETIME is a 64 bit value broken up as two 32 bit fields in a
structure. This should also be the native value returned by ap_get_os_time
(or whatever the function is named). I agree with Dean that we should not
bother getting the human readable form in the general case.

I have a first cut using FILETIME for most of these functions already
written for Windows.
