I HATE to volunteer for things, but if nobody else is willing to maintain
mod_proxy, I will.  :-(

I agree we need it for 2.0, and that it is badly in need of a re-write.  I
don't have the time to re-write it, but I can keep the 1.3 proxy up and
working for 2.0.
