Theoretically all the changes are platform independent, that is, they should work on all platforms.
 However, there is a potential danger that I've made a mistake and have broken a platform
with some of the changes.  The ap_pstrdup(r->pool, getenv("PATH")) tweak should work on
all platforms and is necessary to make cgi scripts work on OS/390.  I think this change should
be committed with the initial changes for the OS/390 port.  The casts could cause problems
on other platforms and would be difficult to easily back out.  I'll make it a seperate patch.
 The HAVE_SYS_PARAM_H change could possibly break other platforms, so I'll make it a seperate
