I bypassed this with an environment variable:

    +       CC="_C89_CCMODE=1 c89"

... but then I needed to quote "${CC}" in various places because of
the whitespace.  OS/390's c89 is merely following the POSIX spec here.
I'd advocate putting all "-" options before any filename operands,
but I didn't know what else might break.
