Let's not get ahead of ourselves here.  What I am proposing is simply that
we add the ability to memory map files (regardless of platform) into APR.

When we then configure apache I see no problem with having a USE_MMAP switch
that includes mmap support.  This isn't in any way different from what we
have at present but means we ONLY have one set of code using the mmap APR
functions for every platform that decides it wants to use it.
