Not a bad idea, but unfortunately HTTP Location fields
must use an absoluteURI -- which means the server name
needs to be specified.  Which gets us back to the main

The semantics of CGI's Location field, on the other hand,
allows a relative URI, so this could be done with an index.cgi.
Of course, the next question is whether the mirrors would
all do the right thing with an httpd/index.cgi file..
