I had checked httpd.conf-dist in 1.3.6, and it just said it was the "the
number of requests each child process is allowed to process before the
child dies." The HTML docs are the same.

It would be unfortunate if the patch wasn't integrated, because this
really is unexpected behavior that's inconsistent with the docs and the
name of the variable, and it took me 2 weeks to find this problem (I
didn't know if it was in my own code, the libraries, the db libraries,
etc.). I would tend to classify it as a "bug", not an "enhancement," and
therefore appropriate for the 1.3.x tree. 

Would anybody be depending on this behavior for anything? I can't see how.
