Sorry, See draft-alvestrand-lang-tags-v2-00.txt; it is just an overhaul of
1766 which allows the three char's to be used as well as the two chars
from iso 639 and iso 639-2. The alternative 'now' is explicitly
registering the three char codes with IANA. 

The good thing about the draft is that it has a (sadly non normative) list
of a good deal of all the mappings which could be found sofar.
