I am reworking some embryonic 1.0/1.1 proxy code into 2.0, as 1.3 seems a
lost target as it really needs a lot of inter process communications.

For this it would be very convenient to have an extra stage; just after
the config is validate and just before the server is ready to run; i.e.
start handling real requests.

Any obections to add a ap_ready_to_run() stage/hook. Either as a hook
or in the module ** construct as above the 'child initializaer' as
'module initializer'.
Incidentially I'd also like it to be a OK/ERROR returning go/no-go
function; i.e. if it fails (for example because resources) are lacking
things are not to continue booting into multi user land.
