I can't recall when we clarified the actual MaxRequestPerChild
directive, but I was almost sure it was in 1.3.6. In any case,
this behavior is known, if kinda weird ("It's a feature!"). 2.0
will address this, but I don't think it makes sense to do so in the
1.3.x trees (too much past history).
