The next release of Apache does include a note both in the HTML docs
and httpd.conf.

Administrators who have used a particular MaxRequestsPerChild value
will see their performance drop all of a sudden because the semantics
have changed under them.

Maybe a new directive could be added to override the old behavior, but
not for 1.3.9.
