Feature, I guess.  And if you start hacking on this, could you also fix it
so apxs -a won't add a LoadModule line for a module that is already
activated?  I end up with multiple "LoadModule php3_module lib/apache/"
lines when I run apxs -a a second time.

I looked at it, but the perl code that handles -a made my brain bleed.
