Subject mpm Configure

It looks like someone's been playing with the Configure script in mpm. I get
this in the section that makes modules.c:

awk: htconf.99.4:13:    print "#include "httpd.h""
awk: htconf.99.4:13:                          ^ parse error
awk: htconf.99.4:14:    print "#include "http_config.h""
awk: htconf.99.4:14:                                ^ parse error

To make it work I just have to revert it to the way it is in the 1.3 tree
with the patch below. Anyone want to explain why this was changed?
