No it won't.  I refuse to sit by and watch the IETF standardize
something that won't work anywhere.  Use the syntax in

   http://www.ics.uci.edu/pub/ietf/uri/draft-masinter-url-ipv6-02.txt

and then we can modify the hostname check to look for hosts like

   ABCD-EF01--2345-10.9.8.7.ipv6:70
