But the history is relevant to the changes made to the *contents*
of the file, not its location.  In the cvsweb interface, for instance,
the file in the new directory, if done according to 7.4.1, would
start at rev 1.1, and the only way to discover that the file's
contents had evolved to that point, rather than having sprung into
existence like Athene from Zeus' brow, would be to explicitly examine
the 1.1 comment.

Sorry about that, it wasn't intentional.  I just got quite
worried when you wanted to do this not-insignificant thing
(CVS-wise, not concept-wise) so quickly, and with an apparent
assumption about how.  Apologies for perceived harshness..
