Ballot for Apache 1.4/2.0 directions:

I: YES [X] NO [ ]
II: 1.4 [ ] 2.0 [X]
IIIa: YES [X] NO [ ]
IIIb: YES [X] NO [ ]
IIIc: YES [X] NO [ ]
IIId: YES [ ] NO [X]
IIIe: YES [X] NO [ ]

I agree with the idea of putting out a 1.3.7 and then using
that as the base in the new module. There are a couple of
things that should get released (like the Windows auth
fixes) before we start the next series.

Maybe I'm crazy, but it seems that an appropriate path
would be to

1. Release 1.3.7
2. Copy 1.3.7 to the 'N' module
3. Merge 1.3.7 changes into the hybrid
4. Merge the resulting hybrid into 'N'

The last two will be fairly significant undertakings,
but this sequence will preserve the history accumulated
in the base code at the cost of making the hybrid update
look like a single patch. Isn't that what we did with
1.3, though?
