Subject mod_include doesn't work...

Apache 1.3.4

I can't seem to get any response from mod_include.
The page is returned without any interpretation of the
include directives.  I've tried specifying shtml and .shtml.
Doesn't make any difference.  Nothing in the error log.
The "<!--#printenv -->" is returned as-is.
ny pointers would be appreciated.
