Subject [PATCH] use ap_execve() for suexec if defined(NEED_HASHBANG_EMUL)

I am currently updating suexec.c for the BS2000 OS, and noticed that it
is unable to start a CGI _script_ unless the OS supports the #!...
script interpreter syntax. This flaw is present for all OS's without
#! support, not just BS2000.

Since the ap_execve() function already deals with this, it is
IMO straightforward to use it in this situation.
