If you have the necessary permissions, and are connected to the net, run the UNIX command /usr/local/bin/perl -MCPAN -e shell (you may be asked to do some setup if you've never used the CPAN module) and at the prompt type install URI::URL it will install the LWP library for you which includes that module.
