Yes, that's what my proposed patch does. It checks _always_ for 'apache'
because 'apache' is obviously always an indicator for a private path. And only
_additionally_ we also check for $TARGET in the path. This way we have both
backward compat to old days _and_ a reasonable decision scheme IMHO.
