Subject configure buglet

I'm not sure if this a buglet in 1.3.4-dev or something in 1.3.4-dev has
uncovered a buglet in mod_perl.  In anycase, 1.3.4-dev is missing two -I
paths (added by mod_perl), so mod_include won't compile:

gcc -c  -I../../os/unix -I../../include  -g -Wall -funsigned-char 
-DMOD_PERL -DUSE_PERL_SSI -I/usr/local/include `../../apaci` mod_include.c 
mod_include.c:79: config.h: No such file or directory 
mod_include.c:85: modules/perl/mod_perl.h: No such file or directory 

gcc -c -I../..  -I/usr/local/lib/perl5/5.00502/i386-freebsd/CORE 
-I../../os/unix -I../../include  -g -Wall -funsigned-char -DMOD_PERL 
-DUSE_PERL_SSI -I/usr/local/include `../../apaci` mod_include.c 

Any ideas before I start digging?  Ralf did the mod_perl/apaci integration,
so I'm not too sure, is it this line from libperl.module that is suppose to
add the paths for everything?

            INCLUDES="$INCLUDES -I\$(SRCDIR) $my_perl_inc"
