No it cannot. If it is NULL it would mean that fname was NULL, and
there is a guard against it in ap_pcfg_openfile() which is called to
build the configfile_t. 

I don't think that anyone would change it, esp. to NULL, in the mean time.

I do change it in my module but to a new string.
