I believe that the CGI (or whatever is putting up the dialog box) will simply hang.
There is a way to have a server interact with the "user's" desktop; simply set that
checkbox in the properties for the server in the server Control Panel applet.

But one can make a good case that CGI script or ISAPI DLLs or things of that
ilk shouldn't be putting up dialog boxes in any case.
