Or maybe even something CPAN alike ...  

I would go for putting it in contrib/ too.  It's very common that 3th
party contributions are in, tada, contrib/, and with a readme with a few
lines of SHOUTING it should be very obvious that it isn't part of the
apache server or anything 'official'.
