One possibility is the age-old lock file on NFS partition problem.  1.3
uses flock under OSF... and also has SINGLE_LISTEN_UNSERIALIZED_ACCEPT, so
if your customer has both port 80 and 443 they've got a lock file brian,
and dirk may not have a lock file.
