So, remove httpd.pid on normal shutdown (TERM signal) and log an error if
overwriting it on startup?

In any case, if it just does it on a normal shutdown that is fine.  Also 
note that it will be the parent doing it, which is a lot less likely to
be corrupted by bogus code than the children.
