Oops! Then my sed must be broken?!?
Look at this log:

> make install prefix=/tmp/apache root=/tmp
===> [mktree: Creating Apache installation tree]
	sh -x ./src/helpers/mkdir.sh /tmp/usr/local/apache/bin
+ umask 022
errstatus=0
+ echo :/tmp/usr/local/apache/bin
+ sed -ne s/^:\//#/;s/^://;s/\// /g;s/^#/\//;p
+ set fnord /tmp usr/local/apache/bin
+ shift
pathcomp=
pathcomp=/tmp
+ test ! -d /tmp
pathcomp=/tmp/
pathcomp=/tmp/usr/local/apache/bin
+ test ! -d /tmp/usr/local/apache/bin
+ echo mkdir /tmp/usr/local/apache/bin
mkdir /tmp/usr/local/apache/bin
+ mkdir /tmp/usr/local/apache/bin
mkdir: Cannot create directory "/tmp/usr/local/apache/bin": No such file or directory
errstatus=2
pathcomp=/tmp/usr/local/apache/bin/
+ exit 2

And yes, it must be broken. On a different platform it works fine.
(Prints /tmp usr local apache bin)
