Isn't this onsolete by now? Ugh, that file should just be removed, it's redundant with htdocs/manual/new_features_1.3.html, which I spent a lot of time cleaning up and updating. I'm going to delete it - if you want to add it back, just do a lynx -dump new_features_1.3.html or something... On a related note, can we remove the 1.2.X related changes from src/CHANGES in the 1.3 distribution? That's like 80K we don't need.
