Excellent analysis.  I think the conclusion is that, since Netscape 3.0 is
still ~20% of the userbase out there, we should keep using 2 digit dates
for the next year or so, and then move to 4-digit.  This write-up should be
put in the mod_usertrack docs.  In fact I think I'll go do that.
